Relations with China have improved. Foreign Secretary's visit to Peking 3-8 April permitted discussion of international and bilateral questions and, particularly,
Hong Kong. Good atmosphere.
Foreign Secretary argued for intensification of our cooperation in run-up to 1997 much business to do, a change of gear desirable.
Chinese agreed in principle and eg to improve work of Joint Liaison Group. Assured us they did not want to interfere in Hong Kong's day-to-day administration. Made welcome statements that their objective was stability and prosperity and that they sought no veto.
