Mr Kevin Sinclair is a Hong Kong-based journalist of many years who also writes for a number of foreign publications in Australia, New Zealand, the United Kingdom.
Apparently Mr Sinclair had some difficulty in sending the enclosed to you by facsimile and approached the Senior Member of the Legislative Council in Hong Kong, Mr Allen Lee, for his help.
As a result of that request, the Secretary General of OMELCO has asked if, on this single occasion, this office would forward Mr Sinclair's facsimile to you.
