SUMMARY TELEGRAM FOR FORD CAITHNESS

Mr Tibber has asked us to provide a summary telegram to Canberra for Lord Caithness on the night of Tuesday 5 March.
2.
The telegram would serve to bring the Minister up to date on key current issues relating to Hong Kong (eg PADS, Nationality package, the Secretary of State's visit to Hong Kong/China, the meeting with the Prime Minister on Hong Kong etc). It would also highlight points that it might be appropriate for him to make in his meetings with Australian ministers.
3.
Mr Tibber has asked to see the telegram in the course of Tuesday afternoon. It would be helpful if I could be shown a draft by lunchtime on that day.
4.
PS/Lord Caithness will advise on the appropriate deskby.
