1. You wrote to me on 16 May about the case of Wong Tai-Chiu. Earlier this week the State Department (Freeman Hong Kong Desk) eventually responded to my prodding. Freeman told me that the American Immigration and Naturalisation Service was adamant that, when considering extensions of rights of abode in the United States, the applicant's nationality should be that which they declared at the time of entry. In their view, therefore, Wong Tai-Chiu who had been admitted as a Hong Kong citizen, could not resist expulsion on the grounds that he was a PRC national. Freeman told me, however, that the court hearing has still not yet taken place.
