1. Please refer to your minute of 8 July about

international support for Hong Kong, which we subsequently

discussed with Lord Caithness. I also attach a minute from

Mr Cox about potential EC support for Hong Kong.

2. I think it is right to identify an inner-core of "Hong Kong supporters", consisting of the US, Canada, Australia

(and New Zealand?) Japan and Singapore. Their interest in Hong Kong's future, and their willingness to act in defence of their interests, are significantly greater than any other

country and certainly greater than any of our EC partners.

3. We agreed that during your forthcoming visit to Hong Kong, you would try to meet the representatives of these countries in Hong Kong. The American, Canadian and Japanese representatives would in my view be of particularly good

value. We need to set up a dialogue with these countries,

not only in Capitals and in London but also in Hong Kong.

You suggest that the BTC could take on this role, and I am sure that Mr Heap would be willing to do so. I could no
