TEXT OF A MESSAGE FROM HIS EXCELLENCY MR.
TOSHIKI KAIFU TO
THE RT. HON. JOHN MAJOR, M. P.
I am fully aware that your country attaches importance
to the Hong Kong problem, vis-a-vis your relations with China,
and is making efforts to ensure Hong Kong's stability and
prosperity after 1997. The Japanese Government has also
impressed upon China that the prosperity and stability of Hong
Kong after it returns to China in 1997 are not only important to
the Asian-Pacific region and international society as a whole,
but are also indispensable to the development of reform and open
policy of China herself.
From the same point of view, when Chinese State
Councillor and Foreign Minister Qian Qichen visited Japan late
in June, I myself directly transferred our strong wish over Hong
Kong' s future, stressing the importance of maintaining Hong
Kong's present economic freedom and vitality in order to keep its
stability and prosperity.
