GOVERNOR'S VISIT: FOLLOW-UP
1. To summarise our discussion at this morning's meeting, we need to follow up a number of points from the Governor's various meetings (I have circulated separately a copy of the records).

Funding of RN patrol craft: submission plus Private Secretary letter to the MOD (Mr Stone/Ms Williams)
Letter to the MOD commenting on their Garrison Withdrawal Paper, including the issue of DCA costs: to be cleared with Lord Caithness and letter to go from Sir J Coles

Another look at military contacts with the Chinese (FED: could Mr Stone keep in touch please?).
- Formal confirmation of Secretary of State's approval of the Governor's ExCo appointments (Me).
Presentation of the ExCo appointments and the outcome of the elections: a draft press article and/or letter from Lord Caithness to colleagues (Me: will circulate draft for comments).
- CFA: submission with background and a note of the arguments in favour of the CFA and its consistency with the Basic Law for wider use (Mr Riordan/Dr Harkin).

Telegram to UKREP JLG asking for a game plan on how best to increase the pressure on the Chinese between now and the Secretary of State's meeting with Qian in March '92 (Mr Riordan/Dr Harkin).
Resumption of discussion with the Chinese on the civil service and in due course the selection of principal officers for post-1997: submission to Ministers once we have the back papers from Hong Kong/our files (Ms Saunders or Mr Stone).
BCG/British Council: liaison with Mr Heap (Mr Morris).
CBF on ExCo: submission to Ministers once we have the Governor's case (Mr Stone).
