1. I have minuted to you separately about the requirements for immigration, passport and consular services in the new Consulate-General building. I note from the present draft of the schedule of requirements that we envisage a relatively modest Information Section (half a Grade 6 First Secretary, 1 x LEII Assistant Information Officer, and 1 x LEIII translator/typist).
2.
I wonder whether this is right. The Far East will remain a priority area of British interest, not least because of its burgeoning economic growth. There will be plenty of trained, English-speaking people available in Hong Kong, which also has an ideal location to act as a regional centre. Should we be thinking of a larger information effort based in Hong Kong but serving the wider region? We have an opportunity to cater for this now - it would be more difficult to do so later when the design brief has been written.
