7. The Hong Kong government apparently are resisting the granting of 50 year lease. Lord Caithness is to be briefed to push for this when he visits Hong Kong later this year.

British Council's share of the cost of the building will exclude the cbnstruction costs, but include a shere of running costs and ground rent.

9. Swires Properties were the preferred contractors to be Project Managers for the construction and would receive a 1.75% fee. Architects would be appointed after consultation with Swires. In-house FCO architects' involvement in the planning was ruled out.
