HONG KONG CONSULATE-GENERAL : STEERING COMMITTEE

1. Mr Burns is chairing the Steering Committee to look at staff and administrative arrangements for the post-1977 Hong Kong Consulate-General. Mr Lloyd represented Consular Department at the most recent meeting. I attach a copy of his account.

2. Mr Burns faised three questions about consular work (paragraph 3 of Mr Lloyd's minute). I understand that he is likely to discuss these questions with you.

i. Will Hồng Kong Consulate-General provide services to

the Southern Provinces of mainland China?

Provided that the Chinese authorities give their consent it would make sense for the Consulate- General's Consular District to extend well beyond the existing area of Hong Kong and the New Territories. We shall in effect have 3 consular posts (Peking, Shanghai and Hong Kong) to cover the whole of China, and subject to practical consider- ations we should try to make their Consular Districts approximately equal. Peking will naturally continue to cover the great area of Western China and Tibet, which gives rise to very little consular work.

11. What protection will the Hong Kong Consulate-General offer to the 2.5 million British National (Overseas) Citizens who are and will be ordinarily resident in Hồng Kong?

Very little. We do not attempt to provide consular protection to British nationals, of whatever sort, in their country of domicile. It is clearly established that consular protection services are provided to British nationals who are either travellers or expatriates. We shall of course continue to provide protection services to British passport holders of Hong Kong origin (at present BDTC) when they are outside Hong Kong, just as we do already. There is no reason why there should be an imonjease in the work load of Posts.
