SCHEDULE OF REQUIREMENTS

1. We need to have an agreed Schedule of Requirements (SOR) ready to pass to Architects etc as soon as agreement is reached on a site/location for new offices if we are to maintain a sensible design and build programme: the end of October 1991 is the realistic deadline for initiating a limited design competition for a new build.

I attach a draft SOR which is based on the IDEST prepared by FCO Inspectors during their visit to Hong Kong in the Autumn 1990. The SOR also incorporates suggestions, e.g. for specialised rooms, made by Departments in response to OED's Spring 1990 trawl for information. I recognise that certain Sections, for example British Council and British Chamber of Commerce, may for various reasons, be unable to co-locate with the Consulate-General. But this does not matter for the purpose of this exercise for which the main objective is to obtain reasonably accurate requirements for each individual section.

3. There are various areas in the draft SOR for which OED would like further advice or clarification. These are

We are aware that new equipment is

likely to be introduced worldwide in the foreseeable future which will affect the existing and known requirements for the communications and cypher rooms.

We are uncertain about the mail room requirements (F7/8 and location of bag keep (C11).

We should be grateful for clarification on both points.
