Drugs kit forwarded in January 1990. Andorrans have drafted new penal code with confiscation provisions. Embassy in Paris have notified French of our interest in an arrangement. Penal code contains inadequate legislation. No true banking laws exist.
Austria introducing new legislation to ratify the UN Convention. Authorities expressed interest in bilateral agreement, but are under pressure from banks. Model agreement handed over. Possibility of cooperation under COE Convention. Austrians are being slow, progress is unlikely before 1991.
Liechtenstein Working on new draft laws to
allow for confiscation of assets, post advises agreement unlikely before end 1992.
Luxembourg
Pakistan
New limited drugs legislation adopted in July 1989. Luxembourg may be willing to consider Swiss style arrangements. Luxembourg shortly to introduce necessary legislation for an agreement.
FCO/HO team visited in September 1989 to advise on legislation. Confiscation legislation drafted and ready to be introduced to Parliament.
Study legislation and then consider next. Possibility for cooperation, under Council of Europe Convention or through a separate
arrangement. Post asked to report on this.
Embassy to monitor progress of Austrian domestic legislation. Set up talks to discuss cooperation.
Await draft laws then suggest bilateral arrangements possibly along line of Swiss exchange. Post asked to check when Liechtenstein expects to ratify Council of Europe once legislation passed.
Continue to press authorities to agree to talks. Delay until late 1991 while Luxembourg hold EC Presidency.
Maintain pressure and be prepared to advice further.
