I have the honour to propose that the enclosed guidelines should form the basis for co-operation under this arrangement.
Our two Governments will notify each other in writing that their respective requirements for the coming into operation of this arrangement have been complied with, and this arrangement will come into operation on the date of the later of these notifications.
If the foregoing proposals are acceptable to the Government of Gibraltar, I have the honour to propose that your reply to that effect will constitute an arrangement between our two Governments in this matter.
