Mutual Assistance in Drug Trafficking Cases

In order to establish arrangements between Hong Kong and Gibraltar whereby each will provide to the other mutual assistance, to the extent possible within their respective laws, in the restraint and the confiscation of the proceeds of drug trafficking, I have the honour to propose that Hong Kong and Gibraltar make designation orders in respect of each other under the provisions of their respective anti-drug trafficking legislation.

I have the honour to confirm that Hong Kong is willing to designate Gibraltar under the Drug Trafficking

(Recovery of Proceeds) Ordinance (Cap. 405) thereby giving access to the powers created by the Ordinance for the enforcement of external orders and the restraint of property in connection with proceedings outside Hong Kong. I respectfully request that you confirm that Gibraltar intends to designate Hong Kong under the Gibraltar Drug Trafficking Offences Ordinance 1988 and will afford Hong Kong access to the powers created by that Ordinance for the enforcement of external orders and restraint of property in connection with proceedings outside Gibraltar.

Admiral Sir Derek Reffell, KCB Governor and Commander-in-Chief GIBRALTAR
