Assistance will be refused if the Central Authority
of the Requested Side determines that execution of a request
would seriously impair the essential interests of the Requested Side.
9.
Assistance may be refused or postponed if execution of a request could prejudice an investigation or proceedings being conducted within the Requested Side's jurisdiction or impose an excessive burden on the resources of that Side.
10.
Before refusing to grant a request for assistance the Central Authority of the Requested Side will consider whether assistance may be granted subject to such conditions as it deems necessary. If the Central Authority of the

FORM AND CONTENTS OF REQUESTS
Requests will be submitted in writing except in urgent cases. In urgent cases, the request can be made in another form, but will be confirmed in writing within ten days thereafter.

A request made pursuant to this arrangement will state that it is so made and will include the following:
