Guernsey and Jersey have confirmed that they intend to designate Hong Kong under their respective anti-drug trafficking legislation.

I have the honour to propose that the enclosed guidelines should form the basis for cooperation under this arrangement.
6. Our two Governments will notify each other in writing that their respective requirements for the coming into operation of this arrangement have been complied with, and this arrangement will come into operation 30 days after the date of the later of these notifications.

If the foregoing proposals are acceptable to the Government of Hong Kong I have the honour to propose that your reply to that effec will constitute an arrangement between our two Governments in this matter.
