MUTUAL ASSISTANCE IN RELATION TO DRUG
HONG KONG/GIBRALTAR:
TRAFFICKING
1. I attach a letter from Mike Hill in Gibraltar to my predecessor Alisdair Walker, in which Mr Hill seeks advice on a possible mutual assistance arrangement between Gibraltar and Hong Kong. I would be grateful for advice on what form such an arrangement between two Dependent Territories could take; in particular the exchange of letters proposed by Mr Weeks. I attach the exchange of letters between the UK and Hong Kong which Mr Weeks refers to. Mr Hill explains that designating territories under the 1990 Drug Trafficking Offences Ordinance (copy attached) would be how the arrangement would come into effect in Gibraltar, presumably after such an exchange of letters.

Mr Weeks suggests that the arrangements be supplemented by working guidelines, as in the case of the UK/Hong Kong agreement. Mr Hill is concerned about the status of these guidelines. My understanding is that the guidelines are intended to clarify the mechanics of cooperation. Their "status" would therefore be the same as the letter which the Home Office Central Authority sends to countries with whom the UK has concluded bilateral agreements. I would be grateful
for C7s views and a line to include in a reply to Mr Hill.
