1. Thank you for your letter of 6 March to my predecessor Alisdair Walker. It is good news that the UK/Spain confiscation agreement has now been extended to Gibraltar.
2. As you know, we would be happy for Hong Kong and Gibraltar to conclude a bilateral confiscation arrangement with each other. The form proposed by Hong Kong (an exchange of letters and guidelines) is acceptable to us. I understand that the arrangement will be implemented in Gibraltar by designating Hong Kong under the 1990 Drug Trafficking offences Ordinance Order as you explained in your letter.
3.
The Draft Guidelines which accompanied the draft exchange of letters between Hong Kong and Gibraltar are intended to be the basis of cooperation under the arrangement.
