Consider application of European Convention on Confiscation of Proceeds of Crime to HK in respect of drug trafficking. UK to ratify the Convention shortly and advise HK on the mechanism for application to HK when the form of UK ratification is clearer.
Next Step
Keep in view further advice from the FCO. (UK suggest that HK should inform the Chinese of the intention to have the convention extend to cover HK. HK is agreeable. The timing of informing the Chinese will be considered carefully.)
