On authorizing Hong Kong to negotiate
with Canada for the conclusion of an agreement
for the surrender of fugitive offenders
During the regular meetings held between the two JLG
offices on 1 February and 4 April this year; the British side proposed that Hong Kong should be authorized by the UK Government to negotiate on its own with Canada for the conclusion of an
agreement for the surrender of fugitive offenders.
After careful consideration of the proposal of the British side and taking into account the practical need for the surrender of fugitive offenders between Hong Kong and Canada, the Chinese side are of the view that Canada can be a negotiating partner of Hong Kong. The Chinese side, therefore, agree to Hong Kong being authorized by the UK Government to negotiate on its own with Canada for the conclusion of an agreement for the surrender of fugitive offenders.
