of 19 March 1991.
You will have seen Doug Martin's telegram reporting that the Chinese have agreed to the inclusion of Canada as one of Hong Kong's negotiating partners on the surrender of fugitive offenderS. Please would you prepare an entrustment authorising us to negotiate such an agreement with the Canadians. It would be helpful if this could reach us before David Edwards leaves for the US and Canada on 3 May 1991.
Regarding negotiations with other partners, we have a second round with the Dutch in Hong Kong on 22 - 26 April and a first round with the Malaysians also in Hong Kong on 6 - 9 May 1991. David Edwards, Law Officer (International Law) will be visiting the United States on other duties and will have preliminary discussions with State on 13 - 14 May. He will then fly on to Ottawa for preliminary discussions with the Canadians on 16 - 17 May 1991. We have had strong indications from the Australians that they are prepared to entertain officer level discussions in Canberra in May/June. We expect this to be confirmed on 22 April during Senator Evans' visit to Hong Kong.
