Immigration Ordinance (Chapter 115)
MULTIPLE VISIT PERMIT SCHEME FOR TAIWANESE RESIDENTS
THE PROBLEM
Some form of arrangement is required
-
(a) to enable Immigration Department to cope with the continuing growth in applications for single and double journey visit permits from Taiwanese residents; and
(b)
to facilitate travel of Taiwanese businessmen and visitors to Hong Kong.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that
-
a Multiple Visit Permit Scheme for Taiwanese residents, as described in paragraphs 10 to 14, should be introduced; and
under section 59 of the Immigration Ordinance, the Immigration (Amendment) Regulations 1990, at Annex A, should be made to provide for the issue of such permits.
Members will be asked to advise whether this recommendation should be approved.

BACKGROUND AND ARGUMENT
On
20 September 1988, Members noted memorandum XCCI (88) 68 (Annex B) which reported on the measures implemented by the Immigration Department to cope with the upsurge in applications from Taiwanese visitors following the Taiwan Government's decision to liberalize travel to Hong Kong, Macau and China.
