1. I enclose an exchange of Notes between the Netherlands Ministry of Foreign Affairs and the British Embassy in The Hague constituting an agreement between the two governments concerning a bilateral treaty between the Kingdom of the Netherlands and Hong Kong for the surrender of fugitive offenders. The Netherlands Note being dated 20 August 1991 and the Embassy Note being dated 13 September 1991, the agreement came into force on 13 September 1991.
