A 1. The Lord President's letter to the Secretary of State of

18 January informing us that the Future Legislation (FLG)

Committee accept for the most part the FCO bid for the 1991/2 legislative programme but do not consider that the Hong Kong (Appeals) Bill can be accommodated.

Recommendation

I recommend that we strongly challenge this decision.

We have the opportunity to so by writing to Mr MacGregor by Friday 25 January (there is a further meeting of the FLG on

Tuesday 29 January). I submit a draft letter. Mr Berman

agrees.

The Governor and Mr Galsworthy support our view.
