MR GAREL-JONES' MEETING WITH THE FUTURE LEGISLATION
COMMITTEE, 29 JANUARY: HONG KONG (APPEALS) BILL
1.
Mr Garel-Jones is to meet the Future Legislation Committee on 29 January during Lord Caithness' absence in Hong Kong, to argue the case for inclusion of the Hong Kong
(Appeals) Bill in the 1991/92 Legislative Programme.
2. I submit points to make to the Committee and, as agreed,
background in the form of my submission to PS/Lord Caithness
of 24 January.

For the reasons given in the briefing, it is extremely
important to secure a place in the 1991/92 legislative programme for this Bill. There is no good reason not to
accommodate it: it is short and uncontroversial.
