You will no doubt see the Cabinet minutes in due course, but you may like to know that the Secretary of State duly spoke on behalf of this Bill at this morning's meeting. He found the Lord President sympathetic. The Secretary of State understands that final decisions will not be taken until May and he has reserved the right to return to the subject before then.
