BRIEF FOR CABINET: LEGISLATIVE PROGRAMME 1991/2: HONG KONG
(APPEALS) BILL
1. I submit a brief for Cabinet arguing against the
decision of the Future Legislation Committee, despite
Mr Garel-Jones' efforts, to reject the Hong Kong (Appeals) Bill (Mr MacGregor's minute of 22 February to Cabinet
colleagues).

As background, I attach Lord Caithness' letter of 24 January to Mr MacGregor which was our first attempt to
reverse the decision.
3.
Mr Berman (in his minute of 26 February) has suggested
that we might offer a trade off from within the FCO basket of the Mauritius (Republic) Bill. EAD, however, have told us that they intend to contest this proposal on the grounds that their Bill is also important and pressing. If
