The Lord President's letter of 26 April offers the opportunity earlier promised to the Secretary of State to secure a place for the Hong Kong (Appeals) Bill in the 1991/92 Legislative Programme, and requests a review of the priority attached to other FCO Bills with a provisional
place in the Programme.
