REVIEW OF THE LEGISLATIVE PROGRAMME 1991-92
1. When the Cabinet considered FLG Committee's recommendations
on the 1991-92 legislative programme on 28 February (CM(91) 8, Conclusion 5) we were asked to review the provisional programme
in May.
We were particularly asked to consider whether the fifth Session programme could include some politically more attractive
Bills. It was recognised that this would make the programme heavier and more contentious and that it might be difficult to achieve the enactment of everything in a fifth Session which, by
definition, would be bound to be shorter than normal.

In the meantime colleagues were invited to press on with
policy clearance and the submission of instructions on the Bills
in the provisional fifth Session programme, and I am grateful to
them for the good progress which has been made. It is essential
that we should continue to meet deadlines so that we can, if necessary, make a prompt start to the fifth Session.
