CONFIDENTIAL
Dear Private Severony
LEGISLATIVE PROGRAMME 1992/93
for legislation first of a new of the General
I am writing to ask for your Minister's proposal in the 1992/93 Session.
This will be the Parliament, and could, depending on the date Election, be a long Session beginning before the Summer Recess and carrying on to July or October 1993.
Attached at Annex A is guidance on the completion of the form at Annexes B and C. I should be grateful if you could let me have the completed forms listing your Minister's proposals for Bills. Government Bills should be classified as essential,
as essential, programme, contingent or controversial, with each Bill being described on a separate form. Bids for Private Members' Handout Bills should be set out in the form at Annex C. If you have no candidates in either category please let me have a nil return.
I should be grateful if you could send me rep
by Thursday_19 December. We intend to hold meetings in the Cabinet Office in early January with those in your Department who will be responsible for the main Bills in your bid so that we can have a reasonably good idea of the content of Bills. To this end it would be very helpful if you could send me, with your bids, the name and telephone number of the official who will be responsible for each of the main Bills you are putting forward so that we can arrange a meeting directly with them.
Discussions by FLG Committee and the Cabinet will follow in due
course.
Copies of this letter go to the private secretaries of all Ministers responsible for Departments and to Tim Sutton (Lord President's Office), Gillian Kirton (Lord Privy Seal's Office), Murdo Maclean (Chief Whip's Office) and Douglas Slater (Lords Chief Whip's Office). Copies go also to First Parliamentary Counsel and First Scottish Parliamentary Counsel.
Yours sincerely
Joan Briey.
MRS J M BAILEY
