I attach the return from Hong Kong Department
reiterating our bid for a Hong Kong (Appeals) Bill. In turning down this bid for the 1991/2 session, I understand
that the Committee envisaged a slot in next year's
programme. The bill was then expected to be
uncontroversial.
The same cannot be said of it now.
