To amend Foreign Compensation Act 1950 to enable Foreign

Compensation Commis- sion to determine in particular claims in respect of Iraq's invasion of Kuwait by British claimants on and distribute compensation from funds provided for HMG by the United Nations Compensation Commission

To amend the Overseas Development and

Cooperation Act 1980 to allow for the

appointment by the Secretary of State of police officers for employment by inter- governmental

organisations overseas

4. Of the above, Serial A must be regarded as a top priority in view of the political commitment to ratify the Treaty on Union during 1992. A high priority must also be given to Serial B since the existing ceiling on the borrowing limits of the CDC will be reached by 30 June 1993 and it is essential that the legislation to increase these limits be in force by that date. With regard to Serial G, the arrangements for compensation have yet to be finalised but it is reasonably certain that the responsibility for adjudicating on claims and distributing compensation will be given to the States whose nationals have suffered losses rather than to the UN Compensation Commission. As regards the UK, we would wish this task to be conferred on the Foreign Compensation Commission. Since money could become available from the UN for distribution as early as the second half of 1992, any delay in distributing the money to claimants would be embarrassing.
