Problem
1. Bids are required by 19 December 1991, for FCO Bills for inclusion in the Legislative Programme for 1992/93.
Recommendation
2. I recommend that we bid as in paragraph 5 below. If the Secretary of State approves the Private Secretary should write in terms to the attached draft. One of the proposed Bills is suitable for offering to Private Members successful in the Ballot.
Background
3. A trawl of all Departments (including the Aid Wing) produced proposals for the following seven Bills, in addition to a Private Members Bill. None is long. Three are in the Essential, two in the Programme, one in the Contingent category and one in the Uncontroversial category.
