The Northern Ireland Office have in the past expressed an interest in the progress of Hong Kong's draft Bill of Rights.

The Hong Kong Bill of Rights Ordinance became law on
8 June. I enclose a copy. If you do not deal with human rights matters, I should be grateful if you could pass it on to the relevant section of the NIO.
I am also sending a copy of the Bill to copy addressees who may have an interest.
