BILL OF RIGHTS: CHINESE VERSION

1. Hong Kong telno 465 (copy attached for ease of reference) quoted a report in the Hong Kong Daily News that there were two Chinese versions of the ICCPR, issued in 1966 and 1988 respectively, and that officials drafting the Bill of Rights did not know which one to follow.

We found this strange and assume that the newspaper report is somehow garbled. As far as we are aware, there is only one formal Chinese text which you have copied as closely as possible in the Chinese version of the Bill of Rights (with only minor changes on which we exchanged telegrams at the time - see Hong Kong telno 1480 of 7 May 1990). I should be grateful for your confirmation of this and for any light you can throw on the Hong Kong Daily News report.
