The exemption of any classes of persons from the operation of the BOR would mean that some classes could be free from the application of the ICCPR which is clearly unacceptable. Public views are also against exemption being given to any particular institution, including law enforcement agencies. There is a need for balance between protection of individual rights and effective maintenance of law
and order. Believe that ways can be found to enable ICAC legislation to be made consistent with the BOR while maintaining its effectiveness.
