shall, whether or not he has requested permission to remain in Hong Kong, be detained in accordance with this section in such detention centre as an immigration officer may specify, and any child of such a person, whether or not he was born in Hong Kong and whether or not he has requested permission to remain in Hong Kong, shall also be so detained, unless that child holds a travel document with such a visa or has been granted an
exemption under section 61(2).
(1A) A person detained under subsection (1) shall be detained pending a decision to grant or refuse him permission to remain in Hong Kong or, after a decision to refuse him such permission, pending his removal from Hong Kong.
(18) The detention of a person under this section shall not be unlawful by reason of the period of the detention if that period is reasonable having regard to all the circumstances affecting that person's detention, including
(a) in the case of a person being detained pending a decision under section 13A (1) to grant or refuse him permission to remain in Hong Kong as a
refugee
