the manpower and financial resources

allocated to carry out the work involved in

making all such decisions;

in the case of a person being detained pending

his removal from Hong Kong

(i) the extent to which it is possible to make

(ii)

arrangements to effect his removal; and

whether or not the person has declined

arrangements made or proposed for his

removal.

The detention of a person under this section pending a decision under section 13A (1) to grant or refuse him permission to remain in Hong Kong as a refugee shall not be unlawful by reason that other persons (who may or may not have arrived in Hong Kong after the detainee) who were detained pending decisions under section 13A (1) to grant or refuse them such permission were granted or refused such permission within periods shorter than the period of the person's detention.". (2) Section 13D(3) is amended by adding "under section 13A(1)"

For the avoidance of doubt, it is hereby declared that any person detained under subsection (1) in any place may, under the authority of the Director of Immigration, be

transferred from that place and detained in any other place or places specified by the Director of Immigration.".
