There is a reservation to Article 13 in respect of Hong Kong. With the exception of political rights and subject to provisions as described in paragraphs 70 to 72 in Annex H of CCPR/C/1/Add. 37 concerning deportation, aliens in general enjoy all rights under the Covenant on equal footing as citizens.
Women enjoy the same rights as men as far as nationality and citizenship are concerned. The British Nationality Acts which are in force in Hong Kong do not provide for loss of nationality and citizenship by British women on
on marriage to foreign nationals. Children born in Hong Kong are British Dependent Territories Citizens if at the time of the birth his father or mother is:

Under Section 19 of the Immigration Ordinance, the Governor may make a removal order against a person, requiring him to leave Hong Kong

(a) he is an illegal immigrant or has contravened
(b)
a condition of stay imposed on him; or
he is an undesirable immigrant having been ordinarily resident in Hong Kong for less than 3 years.
