a system of guardianship for adults over the age of 18 years
a system of conditional discharge with powers of recall for certain patients
- a channel of appeal for all patients, offenders and non offenders
authority for a policeman to remove a person who is suspected of being mentally disordered to a hospital for assessment by a medical practitioner.
The Bill is expected to be enacted in 1988.
Paragraph 3
62. The Employment Ordinance, Cap. 57. provides that if an employer or former employer is about to leave Hong Kong with intent to evade payment of wages or other moneys owed by him under a contract of employment any of his employees may apply to a judge for the issue of a warrant ordering that the employer be apprehended and brought before a Judge. The Judge may require the employer to enter a bond for his appearance in a court until he has paid to the employee the full amount of the debt.

63. The Immigration Ordinance, Cap. 115, confers the right of abode in Hong Kong, which includes the right to land and to remain in Hong Kong free of conditions of stay and to be free from removal or deportation, on Hong Kong permanent residents. This group of people comprises broadly speaking British Dependent Territories Citizens by virtue of a connection with Hong Kong or persons wholly or partly of Chinese race who have ordinarily resided in Hong Kong for a continuous period of 7 years.
64. Hong Kong permanent residents are eligible for Hong Kong permanent identity cards stating their right of abode in Hong Kong. Their British National (Overseas) passports or Certificates of Identity issued from 1 July 1987 onwards also contain the right of abode endorsement.
65. Two other categories of persons however do not have the right of abode in Hong Kong. They are
(1) Resident British citizens
These are British citizens who have ordinarily resided in Hong Kong for a continuous period of not less than 7 years; and
(2) Resident United Kingdom belongers
These are a small number of foreign nationals married to British citizens, and certain of their children, who had at any time
