AMENDMENTS TO LETTERS PATENT AND ROYAL INSTRUCTIONS

1. You should have by now seen Hong Kong telno 876 of 21 March and our reply, FCO telno 540 also of 21 March. Unfortunately this telegram came in at around 5 o'clock on 21 March and I was unable to make contact with you before replying. Indeed I have not been able to contact you today either.

You will see that in your absence, we concluded that Hong Kong did appear to have some valid points and that therefore we would agree that they could go to ExCo on them subject to your detailed advise on how best Hong Kong's concerns could be met. should now be very grateful for your advise as to whether you are content with Hong Kong's proposed revision in paragraph 6 of their telno 876 and also their proposed additional amendments as set out in paragraph 8 of their telegram.

We must also very soon decide whether to proceed with all the amendments in the additional Royal Instructions in Letters Patent minus the Bill of Rights, I on 16 April. Perhaps we could meet to discuss this next week.
