1.

In the course of the JLG meeting in London on 24-26

September, No. 10 showed interest in the press handling, in particular how we proposed to respond to the question

of whether the UK side raised human rights issues at the

meeting (Mr Wall's letter of 25 September).

2.

Following discussion with Sir Percy Cradock it was

agreed that Mr Galsworthy should take an opportunity at his

press conference on 26 September to make clear that we were actively following up the Prime Minister's initiative on

human rights with the Chinese on a number of channels; but

that this issue did not fall within the terms of reference

of the JLG. Sir Percy Cradock cleared this line with

Mr Wall. Mr Galsworthy spoke accordingly at his press

conference. I recommend that we let No. 10 have a copy of

what Mr Galsworthy said on this issue. This would also be

an opportunity to bring the Prime Minister up-to-date on the

outcome of the JLG.
