EXPLANATORY NOTE

This Order confers on the legislature of Hong Kong the power to repeal or amend enactments insofar as they are part of the law of Hong Kong, and to make laws having extra-territorial operation. in order to enable legislation to be enacted to give effect to international agreements which apply to Hong Kong.
