ISSUE : VIETNAMESE BOAT PEOPLE PETITION TO NCNA

PEOPLE CONCERNED TWO DISTRICT BOARD COUNCIL MEMBERS
Two district board council members went to NCNA to urge the Chinese authority to help solve the Vietnamese boat people problem. Upon their arrival, the police had already formed many barricades blocking the way to the NCNA. When asked about the reason behind the cordon, the police made use of the excuse "to maintain public order".
REMARK : Area around NCNA is now a restricted area. Regardless the size of the demonstration, in two or two hundred, the police will use the same reason "breach of peace" to bar off any demonstrators from approaching the NCNA.
Police enjoy too much discretion power to suppress the legitimate exercise of demonstrators' civil rights.
