COURSE OF THE EVENT

On 6.5.1991, the Bill of Rights was having the third reading in the Legislative Council. At 1:45pm, 9 students from HKFS went to stage a demonstration outside the Legco. Their demands were 1)abloition of the one year freeze for the 6 ordinances which are most likely in conflict with the Bill of Rights.

2) Set up a Human Rights Commission with judicial power.

The 9 students planned to hand in their petition letters to the Legco members directly as they walk inside the Legco. When they approached the carpark on Jackson Road outside the Legco, they were stopped by the police. Barricades were already set up to bar anyone from entering into the carpark area. Jackson Road carpark was the place where Legco members would aboard their cars and walk inside the Legco building. It is the place where protesters can talk with the Legco members face to faceand hand

in their petition before the Legco members have their meeting. At the entry of the car park, one police officer said,

"We have the right to do so by Section (8) Legilative Council (Power and Privilege) Ordinance. You have to protest on the other side opposite to the Legco building behind the railings."

FIRST CLASH WITH THE POLICE

According to the studnets, to protest at the spot suggested by the police which is at least 20 feet away from the building entry and moreso to protest behind the railings, could not effectively convey their petition to the Legco members as they could not approach them directly. They rejected the police's suggestion. 9 students began to sit outside the railings at the entry of the carpark. Their intention was to stop any Legco members driving in to hand in their petition letter. Without any previous warning, the police resorted to force to "remove" the 9 students from the carpark entry. Students were lifted away one by one. One female student was hurt at the corner. Police then sealed off the entry by a human chain. Some human rights activists who came later also faced with same situation. Their petition on the Bill was barred.
