letter written by Political Adviser William Ehrman on Oct 23.

1989 to Mr. Ji Shao-xiang, head of the NCNA's Foreign Affairs Department, it is said that HK government will not allow HK be used as a base for subversive activities against the PRC. It pointed to the arrest of the April Fifth members in the National Celebration Day demonstration

and the government's rejection of setting a permenant site for а replica statue of democracy in HK; as the evidence of HK government's "regard for the interest and concern of the Chinese government". (SCMP 10.26.1989)

In the incident of 15 overseas Chinese students being rejected entry to attend the Global Chinese Students Union's second congress to be held in HK in mid-July, HK government had made two points. That "we do not want HK to be used as battlefield for other people's political battles. Everthing we do is consistent with this policy. This in no way affects the rights of Hong Kong residents to freedom of speech within the law."

Second, THAT DESPITE THE PASSING OF THE BILL OF PRESENT LAWS IN HK, ESPECIALLY THOSE PUT UNDER ONE-YEAR FREEZE CAN BE USED AS SUPPRESSIVE TOOLS ΤΟ CONTROL HK PEOPLE'S FREEDOM OF EXPRESSION CONCERNING PARTICULARLY CHINA POLITICS OR TO INITIATE POLITICAL PROSECUTION .

1) SIX ORDINANCES PUT UNDER ONE YEAR FREEZE

The Bill of Rights was enacted on 6.5.1991. All existing laws except six ordinances will be subject to repeal for provisions inconsistent with the Bill of Rights. The six ordinances are POLICE FORCE ORDINANCE, CRIMES ORDINANCE, IMMIGRATION ORDINANCE, SOCIETIES ORDINANCE, PREVENTION AGAINST BRIBERY ORDINANCE, ICAC ORDINANCE.
