Mr Lennox-Boyd has seen Mr Baker's submission of 15 October.

He believes that we should ratify as soon as possible and agrees with the two-stage approach. We should inform No 10 by means of a Private Secretary letter. He added that to ratify at this stage without all the dependent territories ought not to lead to bad publicity. The problem is one for the DTS and we are pressing them.

Mr Lennox-Boyd would be grateful for advice on one additional point. He wondered whether our reservations mean that this is welcome but not completely good news. The Whips are looking for good news and if we have a good story to tell we should consider an oral statement rather than a written PQ.
