will become the lead department immediately following ratification. The final decision on publicity therefore rests with them. In view of the nature of the reservations the UK will make when ratifying, the terms of any publicity should initially be cleared with the Home Office, Scottish Office and the Department of Employment.
11. If the Private Secretary would return the Instrument and note
to UND after signature we will ask NTCD to complete the formalities
and then forward the papers to New York for deposit with the UN
Secretary General. The Convention will enter into force in the UK
on the thirtieth day after deposit.
