COMMISSIONING OF BRIEFS FOR THE 48TH SESSION OF THE UNITED NATIONS COMMISSION ON HUMAN RIGHTS: 27 JANUARY-6 MARCH 1991
1. We are now commissioning briefs for the 48th session of the Commission on Human Rights (CHR). I attach a copy of the agenda. I should be grateful if you could provide briefs as indicated at Annex A. The Annex lists the names of countries likely to be discussed, and the procedure under which they may be discussed. The definition of procedures is given at Annex B and the briefs should be based on the standard FCO format (Annex C). They should be sent to UND by close of play on 9 January. We may have to seek updates during the course of the Commission on developing situations. I should be grateful if you would indicate, on the cover sheet of the brief, to whom queries should be addressed.

We have tried where possible to reduce the number of briefs, but may require advice at short notice on those excluded this year. Where a country features under more than one item, only one composite brief is required. Any queries to Sarah Boardman Human Rights Unit (270-3642).
3. UND will prepare briefing on the agenda items not listed at annex A in consultation with geographical departments as necessary.
