REPORTING OBLIGATIONS UNDER HUMAN RIGHTS INSTRUMENTS

1.

As you are probably aware, the UK is obliged to submit periodic reports under the international instruments to which it is a state party. Where the instruments have been extended to the Dependent Territories reports are required from them. To allow oral examination of both the UK and the Dependent Territories reports to take place simultaneously we prefer to submit all the Dependent Territories at the same time as the UK metropolitan reports. We have now become aware that several reports from Hong Kong are outstanding.

2. I should be most grateful if work on the periodic reports required could be set in hand. According to our records, a report is due under the Convention on the Elimination of Racial Discrimination (CERD). An eleventh periodic report was due in April 1990 and an intermediate twelfth report in April 1992. We plan to present these reports together. Two separate reports are therefore required by the end of January 1992 at the latest.

3. Thank you for your draft reports under articles 10-12 and 13-15 of the International Covenant on Economic, Social and Cultural Rights (ICESCR). As you know, the submission of these reports has been delayed. This is due to difficulties in obtaining the reports from other Dependent Territories. We aim now to submit reports for all the DTS under both groups of articles by the end of April 1992 . I
